I am just starting to build my mantle for xplane 11- which is the best way to go for setting up inputs- as a keystroke command or direct commands vis xipuc?

Whatever is working better....
Lots of AddOns not directly work with XPUIPC so you would need to implement the functions in the XPUIPC cfg file yourself by writing some code.
Also think about "VJOY" Plug In of Mobiflight..... There a Buttonpress simulate a Virtual Joystick Button press...... And that can be used in Xplane!
