Have anyone found a solution for only 1 pair of displays and one rotary for COM1 and 2 and NAV1 and 2?

Let me see if I get this right.

You have at placeholder - MultiSelectPrecondition - which holds a value defined by COM1/2 and NAV1/2 and so on buttons, in the FSUIPC offset 0x66C0.
You check for this value in each encoder input and display output

Does this require a licensed version of FSUIPC?

Honestly speaking, no idea. I've got a licensed FSUIPC, but it won't hurt trying a non-licensed one:); my guess is that it will work.
There is one tricky thing which took me quite some time and lots of discussions with MobiFlight guys to solve. So far the software doesn't "reset" the unused digits of 7219 chip in case you switch to a parameter (offset) with less active digits- like from COM (5 digits) to transponder (4 digits). The unused digit will show the old leftover data until it's replaced by the new data. That's the reason for having two command lines for each of the offsets- for the "internal" 3 digits and the "external" 2 ones. However if you need just COM and NAV this can be simplified, as both have 5 digits.
