I have been trying to make a donation but Paypal says "Donations to this recipient aren't supported in this country". I have donated before with no problem. I have tried using a VPN so it sees my location at another country but still cannot do it. Anybody had this problem? Looking in Google seems quite common but no solution.

From your explantation it looks to me maybe like a Country-Regluation Problem.

Would be interesting.... Where are you from ?
If i´m right then its no mater what location you got while you log in.... ( e.g. cheat by a proxy and tell Paypal your currently in Tahiti whatever your in Germany) .....
The Problem i think is your Nationality you used while you create your account.
In Easy words... A German Paypal Account will be a German account.... Whatever you log in all over the world.

And finaly if your country (Account registration) not allow a transaction into the country of your Target..... Then its not possible to do.
As example.... If US Gouverment not allow its citenzens to send money to North Korea then a US Account can´t do this whatever you log into it from a country that allow those transfers.

Maybe i´m fully wrong.... But this sounds logical to me.
